| 摘 要： | 民族自治地方政府管理自治权是民族自治地方政府自治权的具体体现。民族自治地方政府自治权与民族区域自治权是两个紧密联系的概念。民族自治地方政府在行使民族区域自治权的自治机关中居于中心地位，民族自治地方政府自治权的有效行使是实现各民族共同繁荣的根本保障，少数民族和民族自治地方全面发展是与当代国际人权新原则的宗旨相一致的。

| Abstract: | The autonomous rights of government management in minority autonomous regions are the specific reflection of governmental autonomous rights of minority autonomous regions.The governmental autonomous rights of minority autonomous regions and regional national autonomy rights are closely connected.The government of minority autonomous region is in the central position among the autonomous agencies which are administering the autonomy rights in the regional and national regions.To administer the autonomous rights effectively is the guarantee to common development of all nationalities.The perfect development of minorities and minority autonomous regions is similar with the objective of the new principle of current international human rights. |
