| 摘 要： | 当前治理理论关注的主要问题有：组织治理、治理与发展的关系、公共治理的质量、治理如何被组织起来。治理的组织方式是当前许多领域研究的重点。基于国际治理理论的最新研究成果，提出网络状公共治理的假说。网络状公共治理由多层治理和伙伴关系治理两种模式组成。以欧洲地方治理的实践为例，阐述网络状公共治理的运行。

| Abstract: | Current governance theory is focusing on:organization governance,the relationship between governance and development,the quality of public governance and how governance should be organized, among which people lay special emphasis on the formation of governance. Based on the latest research of governance theory, this paper brings out the hypothesis of network public governance, which consists in two parts of multi-level governance and partnership governance. Taking the practice of European local governance as an example, it expounds the operation of network public governance. |
