| 摘 要： | 应对外部竞争,提升自身科技竞争力已经成为各国制定科技政策与战略的主要动力之一.文章以美国为研究对象,在深入分析近年来美国出台的科技政策与战略的基础上,从宏观-中观-微观三个层面描绘美国科技竞争战略体系的构成及演进脉络,归纳总结了科技竞争战略中所利用的主要举措,并揭示了暗含其中的竞争意图.

| Abstract: | Response to global competition and enhancing S&T competitiveness are the main driving forces of the S&T policies and strategies making by each country.This paper takes the United States as the research object,and analyzes the composition and evolution of U.S.S&T competitive strategy system from macro-middle-micro level.On the basis of analysis of the U.S.S&T policies and strategies in recent years,the paper summarizes the major initiatives and its implicit competition intention. |
