| 摘 要： | 在“科学技术是第一生产力”的号召下，高校科技活动蓬勃发展，成果累累，高校在推广科技成果，为地方经济建设服务工作中作出了重大贡献。但也必须看到，高校的科技体制还存在着这样或那样的弊端，特别是作为科技研究出发点和归宿的科技成果推广应用工作，还存在着许多障碍和问题，需要在改革中进一步探索。

It makes great contribu-tion to the local economic construction in spreading scientific and technical payoffs, But there are still manydisadvantages in the scientific and technical system of colleges and universities, especially in extending scien-tific and technical achievements, which are the results of scientific and technical researches, Those problemsshould be further studied. |
