| 摘 要： | 制度创新是国家创新体系的核心。对进一步完善武汉区域创新体系的制度创新而言，主要是注重政府功能进一步转变这个中心，以及兼顾企事业单位研发管理体制、完善市场经济的体制、健全民主制度的体制这三个层次。

| Abstract: | System creation is the core of national creation system. As to the system creation for the purpose of improving Wuhan regional creation system, we should pay more attention to the center of channelling governmenfs functions so as to cater to the three levels of enterprise research and development administration system, the system to perfect market economy and the system to perfect democratic system. |
