| 摘 要： | 金融改革背景下，农村土地融资担保纷纷在各地开展实践试点。土地承包经营权能否抵押的讨论成为焦点。本文通过实地调研的方式，走访了江苏省太仓市的村镇，分析了“太仓模式”的创新之处和存在问题。在分析影响土地承包经营权抵押担保的因素后，提出建立统一的不动产登记制度、设计合理的土地定价机制、健全土地流转市场的对策。

| Abstract: | Under the background of financial reform , the rural land financing security has carried out pilot projects everywhere .Discussion of mortgage of the right to the contracted management of rural land can become the focus.This paper through on-the-spot investigation,visited the town,Taicang City,Jiangsu Province,analy-zes Taicang mode of innovation and existing problems .After the analysis of the factors that affect the mortgage guarantee ,we propose some suggestions ,such as the unified real estate registration system ,the design of reason-able land pricing mechanism ,and the improvement of the land transfer market . |
