| 摘 要： | 两汉时期是中国历史上的第一个灾害多发期，诸类自然灾害的踵继而至，给有汉两朝政府和百姓带来了无尽的灾难，加之灾害“天谴”阴霾的影响作用，灾害引起了两汉统治的重视，国家为之而实施了一系列的荒政措施，章即以两汉荒政具体措施为研究对象，通过对献的理和归纳，从五个方面对两汉的荒政措施加以概括和剖析，即备荒防灾和抗灾措施，赈济，廪贷，减蜀租赋，节约等并对之作了实事求是的评价。

| Abstract: | The Han Dynasty (the Eastern Han Dynasty and the Western Han Dynasty) is the first pe-riod filled with disasters in Chinese history. Natural disasters taking place one after another brought limit-less(courtless) damage to the imperial govements of Han ard their people. Those disasters called the rulers' attention and forced them to carry out a series of political policies to cope with the difficulties. This article takes the concrete measures in Han dynasty as an object; generalises and analyces the policies from five as-pects; i.e. storage and disaster-rilief measures, relief, granary loan, reduction of rent for land and of inter-ests on loans, saving; and gives a matter-of-fact evaluation of the policies. |
