| 摘 要： | 环境问题产生的根源在于其外部性所导致的市场失灵。有效治理环境污染．必须实行相应的征税或补贴政策、界定环境资源产权关系、加大环境保护的资源投入、加大审计部门对环保资金使用的跟踪检查、加强宣传教育、提高公民环保意识、建立公众社会参与环境保护监督机制。
