| 摘 要： | 从经济实力来看，在中西部地区只有地方政府才可能成为地方高校的投资主体，并且这也是政府职责的体现，符合投资收益对等原则。提高地方政府高教投资对中西部来说具有现实必要性，同时还应充分发挥地方政府对其他资金的统筹作用。

| Abstract: | According to the economic strengh in the west and middle region,only local government could become the principal part of investment in local university,which is also its obligation and meets the equity principal between investment and profit.It is practical and necessary that the west and middle region increase local government investment in local education and perform the overall function in other investments. |
