| 摘 要： | 内蒙古经济的快速发展使新型城镇化基础增强,非农人口比重逐年上升,就业结构进一步优化,人口素质显著提高。城镇化居民的生活质量改善明显,社会服务功能逐渐完善。城镇环境质量提高,卫生状况明显好转。但是,城镇化未能与工业化及经济的高速发展实现协同;城镇化进程与就业结构和产业结构不对称;第二、三次产业对农村劳动力的吸纳能力不足;城乡差距明显,呈现扩大趋势。提升经济发展质量,提高二、三产业吸纳就业人口比重;增强城市的异质性,加快城市圈建设,努力形成新城镇集群;积极扶持壮大县城,着力建设重点小城镇;改革户籍管理制度和土地制度,建立与新型城镇化相适应的体制机制,都是推动新型城镇化建设的重要政策选项。

| Abstract: | Inner Mongolia＇s economic developed rapidly on which the new urbanization based . proportion of non farming population increased year by year, the employment structure optimize gently, the quality of the population increase. Urban residents＇life quality improved significantly, the so- cial service function gradually improved. The quality of urban environment improve, health status was improved. However, the rapid urbanization can not develop in coordination with industrialization and economy ; the process of urbanization and industrial structure and employment structure is asymmetry ; the capacity to absorb employment labor for the Second and three industry is short ; the gap between urban and rural areas is obvious, the present trend ex- pands. Improving the quality of economic development and the capacity to absorb employment labor for the Second and three industry ; enhancing the het- erogeneity of the city, accelerating the construction of city circle to form the new town cluster; actively support the growth of the county, focusing on the construction of key towns ; Implementing the household registration system and land reform are important policy options for new urbanization. |
