摘    要:推进素质教育,要求建立健全的教育督导机制,着力建立县级行政区域全面推进素质教育的评估制度,是建立和完善自上而下的素质教育督导评估体系中的关键环节,是教育行政督导工作的重点,中小学校督导评估的根本任务,是督促中小学全面贯彻教育方针,推动中小学实验全面素质教育,推行符合学生实际的学生素质评价体系。

Abstract:Promoting quality - oriented education requires establishing perfect educational guiding institution. Complicacies to establish evaluation system of promoting quality - oriented education on a county level are keynotes to supervise and evaluate quality - oriented education from the upper to the lower level, remaining also as the key point to supervise educational work. The basic task of supervising and evaluate the primary and the middle schools aims to supervise the overall implementation of the guiding line in the primary and middle schools and promoting the implementation of the ovens quality - oriented education in the primary and middle schools and carrying out the evaluation of students' qualification system which are in accordance with the students' actual situation.
