| 摘 要： | 在构建和谐社会的进程中,法治起着关键的作用:法治是现代和谐社会的根本标志;社会上的一些不和谐因素,其根源在于我们的社会还没有真正实现法治;离开法治,"以人为本"的价值取向只能限于空谈;法治是构建和谐社会的根本途径.
