| 摘 要： | 畸形的产业结构和能源消费结构导致了我国近几年严重的以石油、煤、电、水等为主的能源危机，从而严重影响了我国经济社会的持续健康发展．因此．充分运用财政、税收等经济手段和法律、行政手段．转变经济增长方式、调整能源生产结构和消费结构、转变消费模式、杜绝公务浪费、构建节约型社会，是我国经济社会发展的必然选择。

| Abstract: | Malformed industry structure and energy resources consumption structure led to China's current energy crisis with petroleum,coal,electricity,water as the main body,did great harm to the healthy development of China economic society.Therefore,we should make full use of financial and tax economy means and legal and administrative means to transform economy increasing ways,adjust energy resources production and consumption structures,change consumption mode,fight against official waste,so as to establish saving society,which is the must choice of China economy development. |
