| Abstract: | Governing theories give prominence to communality and profitability of public education, the decentralization of the government, and the cooperation and partnership among the government and market and schools. On the basis of a positive study on leadership behavior of the education bureau directors, we reveal the importance of government responsibility and propose strategies on changing government functions. |
