| 摘 要： | 教育治理,"治"的是权力,"理"的是关系。随着内外部环境的改变,高职院校的内部关系呈现复杂性、混沌性、挑战性、失衡性和不适应性。高职院校外部关系的关键即为与政府的关系,院校与政府之间的关系实为鱼和水的关系,院校与企业、行业组织之间的关系是战略伙伴关系。高职院校治理体系的要素,即院校运行和决策的系列制度安排和权力层级构造,均是围绕着治理主体(利益相关者)的关系而重构。由于利益相关者多元参与,高职院校治理体系须在法治、共治、善治理念的指导下构建;又因为职教环境不断发展变化,治理体系的构建体现区域性、开放性、跨界性、系统性、共赢性的特征。"三治"和"五性"的实现,需要依靠有效公平的制度规范、运作有序的权力机构和良好协商的沟通平台。而治理能力的现代化,是高职院校治理体系得以有效运行的必要条件。

| Abstract: | ‘Power’ and ‘Relations’ are the objectives of educational governance. With the changes of internal and external environment, the internal relations of higher vocational colleges present in a complicated, chaotic,challenging, unbalancing and unadjusted state. The key of the external relations of higher vocational colleges is the relation with the government, which actually is a relationship of fish and water. The relationship between higher vocational colleges and enterprises is strategic partnership. The governance system of higher vocational colleges, which includes series of regulations,?rules, power structure, etc., is re-constructed in accordance with the relations of stakeholders. As multiple stakeholders are participated in the educational governance, the governance system should be constructed under the guidance of idea of ‘legal governance, co-governance and good governance’. With the changing of vocational education environment, the governance system will have the characteristics of regional, open, trans-boundary, systemic and win-win. The realization of ‘3 Governance’and ‘5 Characteristics’ relies on effective and fair regulations and?rules, operational and orderly authority, good negotiation and communication platform. The modernization of governance ability is the prerequisite of the governance system in effective operation of higher vocational colleges. |
