| 摘 要： | 在目前社会管理创新机制的形势下,新型农村合作医疗作为我国社会保障体系中的重要一环,为解决农村医疗问题发挥了巨大的作用,但在实施过程中政府作为新型农村合作医疗的主导对自己的责任认知存在一定的问题。因此,本文笔者一方面从理论的视角来分析政府在新型农村合作医疗中承担责任的必要性,另一方面探讨政府在新型农村合作医疗中应该承担的责任并寻求其实现责任的有效路径。

| Abstract: | Under the situation of social management innovation,the new rural cooperative medical system as an important part of China’s social security system,plays an important role in solving the problems of rural health care,but During the implementation of new rural cooperative medical,the government as a leader exist problems in awareness of their responsibility.Therefore,this author on the one hand from a theoretical perspective to analyze the necessity of government responsibility in new rural cooperative medical care,on the other to analyze of what the government take responsibility and find some effective paths for responsibility. |
