| 摘 要： | 我国金融安全网的建设已初具雏形，取得了很大的进展，但其中存在的问题也不容忽视。加入WTO后，我国金融开放对有效金融安全网的建设提出了内在需求。 根据国际经验及具体国情，我国金融安全网建设应按照有限保护、完整性、透明度、经济效率、制衡性和协调性原则，并以2005年为界，分两步进行。

| Abstract: | Starting from the status quo and defects of China's reconstruction of financial safety network , this paper inquires into some inherent demands for the effective financial safety net in terms of our country's financial opening up to the world, and concretely explores the principles and steps to build our financial safety net on the basis of summing up international experiences. The author argues that it may effectively prevent the occurring of financial crisis to build a limited financial safety net on the principles of limited protection, completeness, transparence, economy and efficiency, balance of governance and coordination. |
