| 摘 要： | 我国民族自治地方现行的行政管理体制 ,其弊端除与非自治地方相同的党政不分、政企不分、权力高度集中、机构臃肿、人浮于事、职责不明、遇事推诿、效率低下等问题外 ,还存在权限配置不科学、管理方式不完善、机构设置“一刀切”、运行机制不良、人为因素的影响。要根除这些弊端 ,适应社会主义市场经济的发展要求 ,就必须从自治地方的特殊情况出发 ,依法确定管理权限、建立健全行政法规、下放权力、改革政府机构、改革行政管理方式和改革干部人事制度

| Abstract: | Apart from the common drawbacks in any administrative management system, the administrative management system in ethnic group autonomous region has its particular problems such as a non-scientific distribution of power, imperfect management methods, unified institutions, mal-operation and so on. In order to get rid of these drawbacks and to better meet the need of a socialist market economy, reform should be based on the local needs. Administrative purview should be defined by the law. Complete set of administrative regulations should be built. Administration should be delegated to relevant levels. Government institutions, administrative means and personnel system should be reformed. |
