| 摘 要： | 新世纪、新阶段我国的政治体制改革要着重加强制度建设,必须对权力制约机制进行改革。十六大提出建立"结构合理、配置科学、程序严密、制约有效的权力运行机制,从决策和执行等环节加强对权力的监督,保证把人民赋予的权力真正用来为人民谋利益。"这是建设社会主义政治文明的一项重大举措。本文从理论和实践的角度分析了当前我国监督机制存在的问题,分析了其原因,对监督机制改革进行了初探。

| Abstract: | New century and new stage of China’s political reform should focus on strengthening the system construction.The power control mechanism must be reformed.Loudly proposes to establish a"rational structure,scientific,rigorous procedures and effective restraint mechanism for the exercise of power,from the decision - making and enforcement powers to strengthen the supervision of links and ensure that the power given by the people actually used to serve people.This is an important measure to build a socialist political civilization.From the theoretical and practical point of view of the current problems of monitoring mechanisms,this article analysis its causes,and mechanisms of oversight of the reform. |
