| 摘 要： | 我国农村扶贫工作在取得了重大成就的同时，也存在着不容忽视的问题：以区域发展战略替代扶贫战略；过分强调资源开发，扶贫对象错位；扶贫投资漏出率高等，解决问题的根本方法是：立足农业，实现农业市场化，调整扶贫战略。

| Abstract: | With more achievements attained on the poverty alleviation program for rural areas in China, there exist some undeniable problems as following: Region development strategy taking place of the poverty alleviation program, overemphasizing resources development ,wrong aid-target and low investment efficiency, etc. The basic measures to solve these problems are to put agriculture into market and to adjust the poverty alleviation strategy. |
