| 摘 要： | 外援是少数民族贫困人口反贫困的必要条件,能在一定程度上推动少数民族贫困地区的经济增长,特别是对人口较少民族,外援可以起到显著的作用。如果从较长的时间来观察,即使外援在短期内缓解贫穷,也不能够帮助少数民族贫困人口跳出贫穷陷阱,因为外援极易导致少数民族贫困人口反贫困的依赖性,只有外援与自立的融合才是少数民族贫困人口反贫困的必然路径。

| Abstract: | External assistance,which can promote the growth of economy in poor areas,is the requirement of antipoverty for ethnic minorities,especially playing a significant role for some small population of minorities.Even if the external assistance eases the poor in short term,it cannot help poor minorities get rid of the poverty,from a long period of observation,because it easily brews the reliance.Therefore,the way which needs combine the external assistance and independence is inevitable for antipoverty. |
