| 摘 要： | 改革开放以来，黑龙江省第三产业得到了长足发展，其内部结构也得到了优化和提高。但还存在一些问题，应当通过市场建设促进竞争，提高城市化水平等措施，推动第三产业的发展，为全省经济建设上新台阶做出贡献。
