| 摘 要： | 当前人类面临三重危机，除短期的金融危机外，能源和环境危机是人类长期发展需要面临的两个更为严重的危机。金融危机可以依靠短期经济刺激得以平复和修正，而由于长期大量的碳基能源的消耗而引发的温室效应，环境恶化和生态系统的持续退化则不能通过政策调整来消除，要走出这两个危机必须转变经济发展方式。因此，发展既能实现经济增长与碳基能源低消耗或逐步脱钩，又能实现绿色复苏的低碳经济是必由之路，是不可逆转的。

| Abstract: | Nowadays human beings face three crises, except the short -term financial crisis, energy crisis and environment crisis are two more severe crises faced by the long - term development of human beings. Financial crisis can be solved depending on the short - term economic stimulation, but greenhouse effect, enviromnent deterioration and the continuing degeneration of ecological system caused by the consumption of carbon - base sources cannot be removed by adjusting the policy, so the economic development means must be changed in order to get away these two crises. So the development of low carbon economy is the inevitable method, which cannot be reversed. |
