| 摘 要： | 发展循环经济是科学发展观的内在要求,能以最小的资源环境代价实现经济、社会和环境的全面协调与可持续发展。文章从系统科学角度分析循环经济系统的整体性、要素、结构与功能及与环境的互塑共生关系。并指出发展循环经济应从系统角度把握,注重循环经济发展的整体性、要素塑造、环境营造和层次性要求。
