| 摘 要： | 通过分析我国烟草商业系统科技工作的现状,指出目前行业科技创新体系的不足之处。从当前烟草商业系统科技工作具体内容出发,结合专卖专营、政企合一、垂直管理的体制特点,探索构建由知识技术与管理创新体系、科技服务体系、质量技术监督体系、创新人才培养体系4部分有机组成的科技创新体系的途径,同时对运行该体系的政策支持提出了建议。
