国有企业人力资源开发与管理思考及对策

摘    要:在知识经济时代,企业间的竞争实质上是人才的竞争,人力资源的开发和管理已成为企业在激烈的市场竞争中制胜的主要因素。本文通过分析国有企业的人才现状和成因,提出国有企业必须充分了解和把握人力资源管理理念和管理模式的大趋势,通过采取优化的管理措施和对策,形成人力资源开发与管理工作的新格局,从而有效地开发和管理人力资源,激发和提升人力资源的活力和潜力,不断提高企业的市场竞争力。

Abstract:At the age of knowledge economics at fact the competition between enterprises is a competition between talents. Development and management of human resources have become a primary factor of enterprises having a success in acute market competition. Here by means of analyzing present conditions and causes of formation for talents in state enterprises, putting forward a problem that states enterprises must fully understand and grasp management principles and management pattern of human resources. By means of taking optimum mangement measures and countermeasures, setting up a scientific personnel disposition system, forming a new pattern in development and management of human resources, thus developing and managing human resources effectively, exciting and prompting the vigour and potential of human resources and enhancing the market competitive power of enterprise.
