| 摘 要： | 农业的可持续发展是人类社会，经济可持续发展的基础，可持续农业不是一种单纯依靠农业技术，农业生产方式变革的农业，而是一种涉及面广，必须进行系统调控的现代化大农业，政府行为，科技能力和公众参与是可持续农业系统调控操作系统的三个最基本要素，政府行为是可持续农业系统调控的推动力量，科技能力是可持续农业系统调控的根本手段，而公众参与则是可持续农业系统调控的群众基础。

| Abstract: | Agricultural sustainable development is the basis of sistainable development of society and economics. Sustainable agriculture is not the kind of agriculture based on the simple changes of technology and methods,but a modern wide agriculture based on systematic regulation. The government's action, the competence of science and technolog and the public participation are fundamental factors of the operation system of sustainable agricultural systematic regulation . The government's action is power to push the operations system of sustainable agricultural systematic regulation up; the competence of science and technology is important method and the public participation is mass basis. |
