| 摘 要： | 改革开放以后,我国政府已处在一种"非常态"的执政环境中,几十年前封闭的常态执政环境已不复存在,非常态环境制约着政府系统的运行。但我们的许多政府官员对此并没有足够的认识。所以,领导者应该具有非常态领导意识。非常态领导意识包括忧患观念、创新精神、风险观念和责任意识等。

| Abstract: | After the reform and opening up,decades long normal closed governance has ceased to exist,Chinese government is in an"non-normal"environment,which constraints the government operation system,however,many of our have no enough awareness of it.Therefore,government officials should possess non-normal sense of leadership,which includes the sense of hardship,the spirit of innovation,risk perceptiveness and sense of responsibility. |
