| 摘 要： | 建设创新型国家是当下中国的基本国策,对其内涵国内理论界主要从可操作层面来理解,如技术创新、管理创新和体制创等。这种定位突出了创新型国家建设的可操作性,但弱化了其精神内涵和思想深度。创新型国家建设应追求更深刻内涵：不断解放思想突破传统观念、培育公民理性批判精神以及容败精神和纠错机制建设等。只有立足这些深层内涵之上,建设创新型国家的事业才能长期持续,收到实效。
