| 摘 要： | 社会主义新农村建设是当前和今后我国农业和农村经济发展的基本战略，是提高农业比较效益、增加农民收入、全面激活农村经济的现实选择。我国西部新农村建设，重点要发展农村生产力，拓宽农民增收渠道；逐步提高社会发育水平，完善农村社会保障体系；努力提高农民文化素质和组织化程度，增强抗御市场风险的能力；着力构建农业科技新体系，提高农业抵御自然灾害能力。

| Abstract: | The construction of a new socialist countryside is the basic strategy of the agriculture and rural economic development at present and in the future and it is the realistic choice to improve the comparative benefit,increase the income of the farmers and fully activate the of economy in the country.The construction of China's western rural areas should focus on the development of rural productivity,broaden the channels to increase farmers' income,gradually increase the level of social development,improve the social security system;strive to improve the cultural quality of farmers and the degree of organization,strengthen the capacity to resist the market risks;focus on building a new system of agricultural science and technology,raise agricultural capacity to resist natural disasters. |
