| 摘 要： | 城乡二元的经济结构,"农村化"、"分级管理"、"多渠道筹措经费…等教育理念的偏失和政策的偏误,导致了我国基础教育非均衡发展.以现代公平理念和科学发展观为指导、确立均衡发展政策理念,改革基础教育财政体制、实行完全政府办学,加强教育支付转移、加大对基础教育投资,推进标准化学校建设是逐步实现基础教育均衡发展的选择.
