| 摘 要： | 杭州市的民主治理取得了可喜进展,也得到了学术界的普遍关注和高度赞扬。与此相关的是,杭州市的"城中村"治理也是成效显著,其突出特征为:强调"民生"、科学推进、注重现代意识和文化品质。不过,其局限性也是明显的,这主要表现在:单向度的发展、创生力的不足、理论性的薄弱。因此,如何以超前的眼光更新观念,确立"城"、"乡"发展的多元格局,将是未来杭州市也是整个中国"城中村"治理的关键。
