摘    要:农用地整治是增加耕地数量、提高耕地质量的重要措施。但是,目前农用地整治过程中对农用地整治规模效应和生态安全问题考虑不足。本文以天津市蓟县为研究区,在农用地整治规模效应分级和生态安全性分级的基础上,采用K-means聚类算法对农用地质量限制因素进行聚类,然后进行农用地整治规模效应、农用地整治生态安全性和农用地质量限制因素的耦合分析。研究结果:将蓟县耕地划分为重点整治型、谨慎整治型、选择整治型、不宜整治型。并认为重点整治型耕地应是实施农用地整治的重点,谨慎整治型耕地应当注重生态环境的建设,选择整治型应对易于实现连片的耕地进行有选择地整治,不宜整治型则不适宜进行农用地整治。本文构建的规模效应、生态安全和限制因素耦合的农用地整治评价体系,有利于农用地整治在生态安全的前提下实现农用地的规模效应和农用地质量的提升。对县域农用地整治具有现实指导意义。

Abstract:Arable land consolidation will increase the quantity of cultivated land and improve the quality of cultivated land. However,at present,little attention has been put on scale effect and ecological security during arable land consolidation. Sorting cultivated land into different types based on coupling analysis of scale effect,ecological security and limiting factors,can guide arable land consolidation activities. Here,we focus on Jixian County and sort cultivated land into different grades according to the arable land consolidation scale effect and ecological safety. Then, limiting factors of agricultural land quality were clustered into 13 categories using the K-means clustering method. Last,we conducted coupling analysis of the arable land consolidation scale effect,ecological safety and limiting factors of agricultural land quality. In accordance with the coupling analysis results,we were able to classify cultivated land into four different types, including key-consolidation type,cautious-consolidation type,select-consolidation type,and not suitable-consolidation type. Comparatively,we posit that key-consolidation type is the preferred area of arable land consolidation. Cautious-consolidation type is good regarding land scale,but,is poor for ecological security. It should be consolidated with ecological construction. Land for which it is feasible to realize the scale effect in the select-consolidation type can be chosen. Owing to the land size, the unsuitable-consolidation type is quite small and cultivated land located at key-consolidation type is not consolidated fully;unsuitable-consolidation type land should not be consolidated. The evaluation system of scale effect,ecological security and limiting factors in agricultural land consolidation constructed and presented here will help realize agricultural scale operation and land quality improvement on the premise of ecological safety. It is of significance to guide arable land consolidation at the county level.
