| 摘 要： | 一方面是人们生活水平提高的新需求,另一方面是大量学历水平较低的外来劳动力涌入的现实状况,提升人口素质,推进学习型社会的建设成为地方政府的必然选择。基层电大可以把推进学习型社会建设作为自己生存和发展的定位,充分发挥远程教育优势,搭建地方终身学习平台,不断提升服务地方经济社会的能力,把电大教育全面融入学习型社会建设之中。
