| 摘 要： | "信息孤岛"问题是电子政务发展到一定阶段必然要面临和解决的棘手问题。舆情是指公众对国家管理活动或行为所持的社会政治态度,网络舆情是舆情在"网络社会"这种特定社会空间中的体现。解决"信息孤岛"问题、提高地方政府网络舆情应对能力,必须从观念层面上全面理解电子政务,从制度层面上加强法制建设,从技术层面加强与IT企业的协作,从安全层面上加强政府信息安全。

| Abstract: | Isolated information islands is the absolute outcome of the development of E-government.The opinions are a kind of attitude of society and politics for national management behaviors from different citizens and the internet opinions are the embodiment of the opinions in special social space of internet society.In order for solving the problems of isolated information islands and improving internet opinions answering ability of local governments,the local governments should change the partial understanding about electronic governance from the aspect of idea,strengthen the legal system and provide legal warranty for solving isolated information islands from the perspective of institution,strengthen the cooperation with IT from the aspect of technology and strengthen the safety construction of governmental information from the perspective of safety. |
