| 摘 要： | 小康社会就其实质来说,它是一个不断消除贫困、达到共同富裕以最终实现社会现代化的动态发展过程。当前,中国正处在改革攻坚和社会加速转型的关键时期,在这样的历史时刻,客观地分析我国现阶段贫困的基本特征并针对这些特征提出相应的反贫困措施,这对实现中国社会由总体小康向全面小康的转变,无疑具有重大的理论及现实意义。

| Abstract: | As to its essence, the well-to-do society experiences a dynamic development course of dispelling poverty, reaching the common prosperity so as to realize social modernization Presently ,when our country is in a critical period of reform and faster social transition, it is of great theoretical value and far-reaching realistic significance for our country to realize the transition from total well-to-do level to overall well-to-do level that an objective analysis should be made of essential features of poverty in present stage and corresponding anti-poverty measures are taken. |
