| 摘 要： | 明太祖与农民的经济关系,主要表现在农业生产的恢复发展、产品分配和灾害救济三个方面.一是大力兴农:以解决民食,并在政策、体制、组织、方法上多有创新;二是征税于农:为了权力也为责任,既有经济剥削的一面,也有一些合理因素;三是减税济农:活民命保治安.减免赋税非常态化、临时性的多,常态化、固定性的少;局部的多,全国性的少;民田多,官田少.明太祖大力兴农,又征税于农,有时也减税济农,这三者看似矛盾,实则互相关联,不可分割.贯穿于其中的指导思想,是"以农保国安民".他较好的处理了与农民的经济关系,为子孙承业治国奠定了基础.
