| 摘 要： | 在确立高等学校自主办学前提下,提出高等学校制度建设原则.将教学水平、教师队伍水平建设放在制度建设角度加以分析,阐述现代教学管理制度体系的主要内容及教师队伍管理制度的基本框架.重点强调了针对学分制的教学管理体系建设和以教师队伍整体水平提升为目的的制度建设.

| Abstract: | The author puts forward the basic principles of constructing the higher school system on the basis of making sure that higher school can run school independently. The author explores the teaching level and the construction of the teaching staff's level from the aspect of the system construction and states the main content of the modern teaching management system and the basic frame of the management system of the teaching staff. The author stresses to emphasize the construction of the teaching management system aiming at the credit system and the system construction taking improving the whole level of the teaching staff as the target. |
