| 摘 要： | 建国初期中国共产党转变执政方式，初步实现了以政策执政向依法执政的转型。确立法制建设原则，奠定法制建设理念；废除旧法制，建立新的人民民主法制；强调依法办事，倡导法制精神，在依法执政路向的探索方面取得了较大的成效。
