| 摘 要： | 石油作为一种战略物资，在国民经济发展中占有举足轻重的地位。目前，我国的石油开采量已经不能满足需要，供需矛盾越来越尖锐，因此从某种意义上讲，保障石油安全是关系经济和社会全局的战略性问题。维护我国石油安全是一个系统工程，需要统筹规划、精心考虑。

| Abstract: | As a kind of strategic materials,the petroleum occupies a very important position in national economic development.At present,the oil exploitation amount of our country can't satisfy the demand;the imbalance between supply and demand is growing sharper and sharper.So,ensuring the petroleum security has become a strategic issue concerning the overall situation economically and socially.It is a systematic engineering to safeguard the petroleum of our country,which needs overall planning and considering meticulously. |
