| 摘 要： | 新时期我国国防科技体制改革的目标,是建立军民结合、寓军于民的国防科技创新体系,促进军民科技的紧密结合,加强军民两用技术的开发,形成全国优秀科技力量服务国防科技创新,国防科技成果快速向民用领域转化的良好格局。目前,军为民用发展很快,而民为军用发展缓慢。民用科技具有为国防建设服务的巨大资源和显著优势,要加快研究和解决资格认证、招投标制、保密制度、军用标准、国防采购和税收优惠等问题,鼓励更多的有条件的民用科技为国防建设服务。

| Abstract: | Reforming the system of our national defence technologies in the new period is building up the integration between the war industry and the civil industry,improving the development of the new science and technology,and forming the transformation of the two new technologies mutually.At present,the technologies for the military are quickly transformed to serve in the civil,but the resources and the superiority of the civil technologies are of the great potential for the military.Therefore,some problems;such as certificate edification,inviting tenders,maintain secrecy,military standards,military purchases and preferential tax,should be solved to encourage the civil technologies with a good condition to serve in the national defence. |
