| 摘 要： | 当前,国家行政管理体制改革是教育管理体制政策调整的最大促动因素,《教育规划纲要》为深化教育管理体制改革明确了方向,地方教育发展也对当前教育管理体制改革提出了新要求。新形势下,教育管理体制政策过程中存在的现实问题是政策调整的直接原因。实施政策调整,有关部门需在尊重政策过程规律的基础上,把握尺度,精心论证,明晰思路。谋划教育管理体制政策调整的具体措施,要求有关部门把握重点,瞄准突出问题,重在充实完善中央统一领导、省级政府统筹、地方分级负责的教育管理体制政策体系。
