| 摘 要： | 本从贯彻落实《公民道德建设实施纲要》的战略高度，以辩证唯物主义和历史唯物主义的哲学理念，深刻辨析了在当今的中国社会，我们不但要建立与社会主义市场经济相适应的法律体系，而且还要建立与社会主义市场经济相适应的思想道德体系；明确阐述了“法治”与“德治”两并重、“依法治国”与“以德治国”相辅相成的相互关系。

| Abstract: | In the light of the philosophical idea of dialectical materialism and historical materialism, this paper begins with the implementation of The Civil Enforcement Programme for Moral Building. Then it expounds profoundly that we should establish not only the legal system but also the ideological moral system adapted to the socialist market economy. Finally it clearly explains that running the country according to law or by virtue complement each other and lays equal stress on both rule of law and rule of virtue. |
