| 摘 要： | 政府权力扩张是二战后西方国家行政发展的普遍趋势,大部分发展中国家在现代化的进程中也不约而同地显现了这一趋势。全球化背景下国家事务的复杂性和突发性是其外部原因;现代社会高度分工协作的脆弱性是其根本原因。发展中国家在现代化进程中需要一个强大的政府,客观上也促使了现代政府权力的扩张。现代政府扩张的后果是:民主的危机、自由的危机和公共精神的危机。

| Abstract: | After World WarⅡ,administrative authority expanded in many countries.It's external reason is that the state's affairs are very complex and of sudden change,it's basic reason is that the modern society needs highly cooperation and division of labor.The developing nation needs a formidable government.The results of administrative authority dilation are:democratic crisis,free crisis and public spiritual crisis. |
