| 摘 要： | 新公共管理重新构建绩效政府的成功模式为各国政府所仿效。但新公共管理理论中的放松规制、摒弃官僚制的做法却不是转轨国家所能仿效的。因为官僚制是工业社会最有效率、最理性的行政管理模式,它必须经历工业时代规范完善后才能退出历史舞台。时代差异使我国政府的改革只能走政府管理职能推向市场运行,以提升管理绩效并同时严格规范政府行为构建法制政府的模式。

| Abstract: | The successful governmental model of new common administration reconstructing achievement is followed by governments at various countries.In a industrial society,bureaucratic system is the most efficient and most rational model of administration,and before retreat from the historical stage,it must undergo the perfection of standards in industrial age.In view of the difference of the times,the government has to reform the operation of governmental functions to the market to promote administrative achievements and to regulate the government behaviour to construct a government in law. |
