| 摘 要： | 中国公共图书馆曾因收费服务而受到批评,经过多年努力,现已全面进入了免费服务时代。理论界在继续促进免费服务,研究免费服务新问题的同时,需要跟随国际图书馆学趋势,着手研究收费服务问题。信息公平理论和管理效率理论是公共图书馆收费服务的基础。调查国外的公共图书馆收费服务,基本服务中的收费坚持公平原则。
