| 摘 要： | 老龄问题受到国际社会的关注。我国老龄社会保障的主要现状是人口与老年人口都多,经济不发达,社会保障和农村养老问题突出,老龄社会的发展战略和发展战略的实施前提条件尚不明确。针对我国未富先老的突出特点,除了以经济建设为中心加快经济社会发展外,还应注意充分发挥社保基金的作用,借鉴国外经验,加大对社保基金管理的改革与创新力度,逐步建立城乡统一的社保制度;概略设想制订我国老龄社会的发展战略,创造实施的前提条件,以应对老龄化的挑战。

| Abstract: | The problems of the aging population have become international focus issues.In China,the current situation of the social security for the aging is: the large population with multitudinous aging population,the undeveloped economy with the prominent problem of social security and rural pension and the unclear development strategy of the aging society.In order to meet the challenges of the aging population,China should promote its social and economic development,taking economic construction as the center work.Thus, China can increase the social security fund,and pay much attention to make full use of it,and establish a unified urban and rural social security system by learning from the experiences abroad. |
