| 摘 要： | 产业集群是产业发展集约到一定程度、一定阶段的必然要求，也是衡量产业发展水平的重要标志。我国要成为世界旅游强国的目标，旅游业必须做到四个转型，即旅游资源由分散开发向整体开放开发转型，旅游消费由观光旅游为主向休闲度假观光并重转型，旅游收入由门票收入为主向综合收入转型，旅游景区由粗放型建设向标准化建设转型。推进旅游产业集群是实现这“四个转型”的重要抓手。发展旅游产业集群必须坚持规划引领、完善产业体系、培育龙头企业、推进园区建设、创新机制体制，并从加强服务、健全工作机制、提供优惠政策、强化人才保障等方面为旅游业发展创造良好环境。

| Abstract: | Industrial cluster is the inevitable demand of industrial intensive development at certain stage as well as a significant symbol of industrial development leveL Currently, in order to become a world tourism power, four transformations of domestic tourism are necessary： firstly, transforming from dispersed to integrated in tourism re- sources development; secondly, transforming from the only sightseeing tour to holiday tour as well as sightseeing in tourism consumption; thirdly, transforming from gate receipts to comprehensive revenue in tourism incomes; and lastly, transforming the scenic spots from uneven to tions＂ is mainly depending on the industrial cluster standard.
