| 摘 要： | 文章从不同地区的法规(或规章)中对读者权利的相关规定分析入手,探索读者权利在地方法规(或规章)层面从无到有的过程。为积极推动《公共图书馆法》的颁布和实施,结合草案中的相关内容对读者权利及相关问题提出若干建议。

| Abstract: | Proceeding from the analysis of the different rules and regulations of different regions related to readers’ rights,this article makes a study of the growing-out-from-nothing process of the readers’ right in local laws and regulations.To actively promote the promulgation and implementation of The Draft of Public Library Law,and to combine with the relevant contents of the Draft,the author of this article also makes some suggestions for the protection of the rights of the broad readers. |
