| 摘 要： | 本文结合“汉字应用水平测试（HZC）”的开发实践讨论了语言能力测验开发的路线图。文章认为，在语言能力测验，特别是许多涉及复杂心理特征的能力测验和职业测验的开发中，理论上似乎合理的“观察一归纳”路线图，在实践中是行不通的。为此，往往需要采用“猜测一反驳”的路线图。
